Community Empowerment Program – 2025

  1. It has been planned to empower 2 million families under the Low Income Family Empowerment Programme during the period 2025-2029. Under this, it is expected to empower 1.5 million Aswesama beneficiary families and 500,000 families who have received Samurdhi subsidy but do not receive Aswesuma. Efforts are being made to empower 400,000 families during the year  2025 and , under this, it has been  planned to empower  300,000 families receiving welfare benefits under the "Aswesuma" social welfare benefit scheme and  100,000 families receiving Samurdhi relief assistance who do not receive "Aswesuma".
  2. Implementation of a pilot project for the implementation of the “Aswesuma” Scheme for Empowerment of Social Welfare Beneficiary Families.
  3. These pilot projects are expected to be implemented under 02 foreign funded programmes. Accordingly, it is expected to empower 12,800 families under Asian Development Bank financing, 10,975   families under World Bank financing.
  • Economic Security and Livelihood Emergency Recovery Project funded by Asian Development Bank

With the transfer of responsibility for economic empowerment of families to the Department of Samurdhi Development, a pilot project called the "Economic Security and Livelihood Emergency Recovery Project" has been initiated with the financial and technical assistance of the Asian Development Bank. Under that project, this pilot project is being implemented targeting 12,800 beneficiary families in 400 Grama Niladhari Divisions covering 64 Divisional Secretariat in 13 Districts throughout the island.

The project is to be implemented based on the Graduation Approach methodology, which has been successfully implemented in more than 80 countries around the world. It is expected that this will empower the community through the economic, financial, psychosocial and social security of family units.

Objective of this project is to promote sustainable livelihoods of 10,975 of Aswasuma cash transfer beneficiaries among the poor and severely poor through a pilot program

And to support Sri Lanka in providing better targeted income and livelihood opportunities to the poor and vulnerable and improving the responsiveness of the social protection system.
